A Blackburn burger and shakes bar hopes to open a new dedicated takeaway and delivery outlet in part of its premises. Idris Ali wants to add the ‘food to go’ section to his Mr Joe’s restaurant in Shear Brow as more customers are taking their food home rather than eating in.

He has applied for planning permission for the change, which includes hatches for delivery drivers to collect orders, to Blackburn with Darwen Borough Council. Mr Joe’s offers a range of hot food including burgers, pizzas, kebabs, tortillas and toasted paninis.

A supporting statement submitted with the application says: “The site is situated on Shear Brow adjacent to a row of commercial properties consisting of a parade of shops forming part of a local neighbourhood shopping area on a busy road which has a blend of mixed used development in the vicinity. The application site is a busy café whereby patrons can consume their food inside the premises or take out.

“Due to the nature of patrons taking their food home, the applicant has decided to allow a portion of the premises to be used as a hot food takeaway whereby a ‘kiosk’ type shop front has been amended to aid delivery drivers to collect the orders from outside and take away for delivery.

“The applicant has maintained the shop fronts to be consistent in line with the adjacent Mr Joe’s main entrance and ‘Mai Chippy’ to enhance the street scape. There are broad ranges of community facilities within five minutes’ walk of the application site in question.

“The proposal entails no additional spaces for expansion as the proposals are contained within the existing fabric of the building, but for operational matters, decided to allow a portion of the premises for delivery purposes which will be independent from the main waiting/ordering area. The building is not altered in size but the current shop front has been amended to include a ‘kiosk’ type hatch whereby deliveries can be collected by the drivers.

“The proposed shop front has been amended to include smaller openings where food can be collected by the delivery drivers. We believe that this development will enhance local character and is in keeping with the area."
